Stacie Weeks JD, MPH

Director

Stacie Weeks brings over ten years of experience in Medicaid and health care policy from the public and private sectors. Most recently, Stacie served as a principal at a national consulting firm, advising numerous state and local governments, health care providers, hospitals, health insurers, and non-profit organizations on ways to achieve their goals in Medicaid and the individual market. Stacie also held key leadership roles in Minnesota’s Medicaid agency, including serving as chief of staff, where she oversaw the agency's legal, compliance, communications, and legislative divisions, and as director of federal waivers and policy, where she helped oversee the implementation of federal regulatory changes and multiple state health care reforms and initiatives. Stacie also has knowledge of state Medicaid financing from her time as an administrator for the health and human services budget committee at the Minnesota Senate and experience in advocacy and public policy from previous roles representing the priorities of a large safety-net hospital and the health care needs of clients served by legal aid. Stacie holds a Juris Doctorate from the University of Arkansas in Little Rock and a master’s in public health from the University of Arkansas for Medical Sciences.

Sandie Ruybalid has been with the DHCFP since 2002. She began her career with the State of Nevada in 1994 in Workers Compensation Insurance and has over 25 years of experience in the healthcare insurance industry, with a focus on Medicaid Management Information Systems (MMIS). She was appointed to her role as Chief IT Manager in 2019 and oversees the Department’s Health Information Technology Projects, and the Division’s Information Services Unit, and Information Security Officer. She was the Project Director for the Division’s successful MMIS Modernization project which went live February, 2019. She received her Certificate of Public Manager designation in April of 2016. She was appointed to the Patient Protection Commission in 2021 by Governor Steve Sisolak as an employee of the Department with expertise in health information technology and patients’ access to medical records.

 

Dr. Malinda Southard

Deputy Director of Community Engagement and Workforce Initiatives

Since beginning state service in 2014, Dr. Southard has maintained a strong focus on stakeholder collaboration, working across state, local, and federal partners to strengthen Nevada’s health systems, including leading the State’s Public Health Preparedness Program through the Covid pandemic. Prior to her state service, she was a practicing chiropractor in Carson City and remains passionate about healthy living and an active lifestyle. She lives in Carson Valley with her husband, young daughter, and a lively household that includes two rambunctious dogs, a fish, and a desert tortoise. 

 

Dr. Keith Benson

State Dental Officer

Dr. Keith Benson DMD is a native Nevadan, born and raised in Carson City. After completing dental school at University of Nevada, Las Vegas he completed a residency at the University of New Mexico Hospital. Dr. Benson has twelve years of experience as a frontline public health dentist. With a strong desire to improve community health he brings his knowledge and experience to help improve the oral health of Nevada. Dr. Benson also has experience in the rural communities of Nevada with much time spent with family located in Eureka and Spring Creek. His career in dentistry started in Reno, while pursuing his bachelor’s degree volunteering on mobile dental bus teaching second graders how to brush and floss their teeth. Now Dr. Benson is pursuing his goal of improving Nevada’s oral health through health promotion, programs, and sound policy. He is so thankful to be raising his family in Carson City and serving the people of Nevada.

Dr. Keiko Duncan, PharmD, CPH, CSP

Senior Clinical & Pharmacy Officer

Dr. Keiko Duncan is a specialty pharmacist with a rich background that includes clinical, health system, and public health experience. She has extensive program development expertise, including managed care measures, immunization initiatives, 340b, and health system expansion. Most recently, she helped rural hospitals develop specialty pharmacies and comprehensive medication management programs, improving access and affordability. Keiko holds board certifications in medication therapy management, HIV, public health, and specialty pharmacy, with a bachelor's degree from UC Berkeley and a Doctor of Pharmacy from University of the Pacific. She enjoys exploring Nevada with her adventurous Brittany Spaniel, Harvey.

 

Ann Jensen

Ann Jensen leads the team and programs that provide health insurance to more than 700,000 Nevadans. Since joining the Medicaid team, Ann has led the Children’s Behavioral Health Transformation and developed new payment and program strategies in her role as Innovation Officer. Ann previously worked in Washington, D.C., leading value-based payment strategy for over 3,000 independent primary care physicians across the country. Ann is an Oregon native and alumni of St. Olaf College. She loves to explore our beautiful state by getting outside -- backpacking, running, and swimming in Tahoe every month of the year.

Jennifer Krupp

Division of Consumer Health Administrator

Jennifer Krupp joins the Nevada Health Authority as the inaugural Administrator for the Division of Consumer Health Services, where she will oversee initiatives that help Nevadans access and maintain high quality health insurance coverage.  In this position, Jennifer will oversee Medicaid Eligibility policy development, the new Medicaid Express, the Silver State Health Insurance Exchange, Battle Born State Plans, and the Patient Protection Commission. Prior to her appointment, Jennifer served as the Deputy Administrator over Finance and Budget at Nevada Medicaid, after two years on the east coast supporting her husband’s service in Washington DC, where she worked as the Deputy Director for Eligibility and Enrollment for the Virgina Insurance Marketplace, as the Chief Financial Officer at the Silver State Health Insurance Exchange. Jennifer holds a bachelor's degree in Biology from the University of Nevada, Reno and a Master in Public Health and a Master in Business Administration from Benedictine University in Carlisle IL. A long time Nevada resident, Jennifer lives in Carson City with her family and is an avid hiker. 

Todd Rich

Administrator - Division of Health Care Purchasing & Compliance

Todd is a long-term Nevada resident, growing up in the Reno area and a graduate of the University of Nevada with a Bachelor’s Degree in Business Administration. He has a strong background in the healthcare space both in the public and private sector, and has a strong passion for improving the healthcare delivery system. Mr. Rich spent many years with a regional hospital system as well as managing a large OB/GYN practice in Reno. He has served in a number of roles with the State of Nevada, these include, Deputy Director of the Department of Business and Industry, Chief Deputy Commissioner for the Division of Insurance and Deputy Executive Director for the Board of Medical Examiners. Mr. Rich has a professional certificate in administrative law from the National Judicial College.
